			<description>Yep, those are leashes.  The leash itself is coiled and attaches to the boat eg the foot strap.  The other end has a mini-carabiner that clips onto the velcro strap which you can see on their calves.  The mini-carabiner makes it easy to unclip yourself when going through surf, etc.
