I think the boxes and lines show/suggest that his top hand stays high (in the green box area) until the paddle becomes vertical in the water.  After that time, the top hand drops down to the shoulder level (no lower) until after the blade exit and the paddle is raised to horizontal.   It says that it was a direct computer translation so that's why the words are english but it's muddled up.
