Hello paddlers
Does anyone know what is this stuff?
Looks like a lower back anti-chafing device.

You may want to try that again.

If I am not mistaken that is an inflatable like jacket. I understand that there has been some controversy around the guy using these as an alternative to the normal life jackets.

His shorts are controversial! As far as the inflatable goes, technically its supposed to worn with the ouch in front so when it inflates, all he has to do is throw the loop over his head.

I use one when I'm on my SUP and wear it the same way.

As a PFD it should firmly plant ones face underwater when unconscious. At least they'll be able to find the body, especially when wearing those shorts.

The Onyx M-16 may be U.S. Coast Guard approved when worn properly, but ouch! Don't know about those shorts.

I think he's trying to draw attention to his junk.
