Anyone paddle surfskis?  I have a friend coming across to visit, keen to paddle!

There is windsurfing and kitesurfing in Alacati and Akyaka (near Marmaris) according to lonely planet so your friend could contact the companies / instructors there. They would be aware of any active paddlers hopefully.
There is also kayaking at Kekova, Patara, and Akyaka (anagram of “a kayak “ so must be good!)
